How was there NO PLAN?

"This is a national disgrace. FEMA has been here three days, yet there is no command and control. We can send massive amounts of aid to tsunami victims, but we can't bail out the city of New Orleans."
- this is from Terry Ebbert, head of New Orleans' emergency operations, as he watched the slow exodus from the Superdome and said the Federal Emergency Management Agency response was inadequate. The chaos at the nearby New Orleans Convention Center was considerably more hostile than the Superdome, with few options for refugees to leave the scene.

This stuff is just making me angry. Angry that these poor folks have to go through this; angry that there was no plan to get people out and where to put them - even after CNN, the Weather Channel and every news network in the country made sure everyone, which includes the people who would make plans for such a disaster, know that something along these lines was going to happen. Hell I'm angry that the people that are trying to get out can't because some worthless bastards are down there shooting at volunteers and rescue-workers...I'm angry that some defensless women are probably going to die after they were raped while waiting for someone to evacuate them...I just don't understand...How was there NO PLAN!?
